LWTS 2018 Estrella Award Recipient
Annette joined The Children’s Shelter in September 1997 and became President/CEO on February 1, 2011.
Annette has dedicated the last 20 years to the Texas nonprofit sector—working to improve the lives of children and families in her community. Annette began her career working in community based programs where she conceived and directed the Project Mothers and School (MAS) program in 1999. The program, served pregnant and parenting teens. The Texas Alliance of Leaders in Children’s Services (TALCS) recognized the program as the “Innovative Program of the Year” for 2002. In 2003, the Child Welfare League of America, recognized Project MAS as a model program of Best Practices for programs serving Latino populations and the U.S. Department of Health and Human Services recognized it as an exemplary program.
In her journey to provide community based programs, Annette founded the San Antonio affiliate of Girls Incorporated in 2004. As President/CEO of Girls Inc. of San Antonio, from 2004 to 2010, Annette launched an aggressive start-up. Girls Inc. of San Antonio received an unprecedented Standard of Excellence Certification from Girls Inc. National within two years of inception. In 2006, Girls Inc. of San Antonio received the “Innovative Program of The Year Award” by the Texas Alliance for Children and Family Services for “Girls University”, an enriched, educational summer camp for girls ages 6 to 10.
Today, The Children’s Shelter serves over 4,500 children and parents annually. Since becoming CEO in 2011, she has led the agency through a Rebranding and Community Awareness Campaign increasing awareness by 300%, which has been sustained since 2014. She launched a successful $4 million dollar Capital Campaign to create the Harvey E. Najim Children’s Hope Center—the first mental health facility in South Texas specifically designed to treat the affects of childhood trauma, which was expanded in 2018. In addition, The Children’s Shelter became the first south Texas organization certified as a fully Trauma Informed agency in 2015. In 2018, The Children’s Shelter was awarded the Single Source Continuum Contractor contract for Bexar County, positioning the organization as the lead agency to introduce community based care into the foster care system.
The Children’s Shelter under Annette’s leadership has become a thought leader in child and family services. Working closely with community leaders, children’s court judges and legislators, The Children’s Shelter seeks to inform and shape the future of child and family services in Texas.

Annette Rodriguez is a native of San Antonio. She graduated from Our Lady of the Lake University with a Bachelor of Arts in English; in 2000 she received her Master’s of Science in School Psychology and in 2009, she received her Executive MBA at the University of Texas at San Antonio.
